Why did Jacob’s dream of a ladder matter in God’s plan?

At this moment in his life, Jacob was a frightened, deceitful fugitive (Question 98), fleeing the consequences of his own actions and utterly alone.
In his dream, God gave him a vision of a ladder (or staircase) that showed a physical, unbroken line of communication between God’s holiness and Jacob's sinful location.
God essentially said, "Even in your darkest, loneliest, and most desperate moment, you are still connected to Me, and my promise will stand." This vision transforms a fugitive's flight into a divinely secured journey. The ladder guarantees that the path of grace is always open to those who seek God.
The Simple Answer
Jacob’s dream of a ladder (Genesis 28:10-22) mattered in God’s plan for two primary reasons:
Covenant Reassurance: It was God’s solemn, personal reaffirmation of the Abrahamic Covenant (Question 84) to Jacob. God promised Jacob land, countless descendants, and that He would watch over him until the covenant was fulfilled.2
